　　To further promote the construction of Henan science and technology think tank，Build a "small center, big periphery" science and technology think tank system with Henan characteristics，Better serve the scientific decision-making of the provincial Party committee and the provincial government，According to the relevant provisions of the "Henan Science and Technology think tank Research Base construction Measures (Trial)"，The notice on the application of the second batch of Henan Science and technology think tank research base (hereinafter referred to as the think tank base) is as follows:

　　1. Object of declaration

　　Social organizations and enterprises and institutions with independent legal personality established, registered or registered in Henan Province may declare。The applicant should have a good environment for scientific and technological innovation decision-making consulting research, and have a good foundation in scientific and technological innovation decision-making consulting research theories and methods, talent team construction and database, etc., which can provide places, funds, talents and other guarantees for the stable operation of the think tank base。

　　2. Declaration conditions

　　The declared think tank base shall have the following basic conditions:

　　(1) The think tank base has a fixed research site;It has a clear research focus，Has accumulated rich research results in this field;It has the guarantee ability to undertake the organization meeting and research entrusted by the provincial Science and Technology association，Based on Henan, facing the whole country, looking at the world to carry out in-depth research on major issues of scientific and technological innovation and development。

　　(2) The person in charge of the think tank base shall be an employee of the supporting unit，Have a senior professional and technical title or corresponding administrative position，He has rich research experience and research results in this field，Have strong research ability and organization and coordination ability;In the past three years, as the project leader, I have undertaken the scientific and technological innovation decision-making consulting work or decision-making consulting topics at the provincial level or above，The research results have been positively approved by provincial and above leaders，Or be adopted by provincial and above party committees and governments or relevant departments。The same person shall not be in charge of two think tank bases at the same time。

　　(3) The think tank base research team has influential academic leaders and a group of full-time and part-time researchers, and encourages joint research with institutions or teams with higher high-tech innovation research and development capabilities to carry out scientific and technological innovation decision-making consulting research;There are at least 10 core researchers with intermediate or above professional titles or master's degrees。Among them, there are no less than 5 personnel with deputy senior titles or above or doctoral degrees, and the basic stability of the personnel is maintained。

　　Iii. Declaration method

　　(1) The applicant shall fill in the Application Form of Henan Science and Technology Think Tank Research Base as required (see the attachment) and photocopies of relevant certification materials, and scan them into PDF documents and send them to the email address: hnskjzk@163.com。At the same time, the paper declaration materials (in 3 copies, stamped with the official seal of the unit) will be mailed to the Talent Development Center of the provincial Science and Technology Association。The paper declaration materials must be consistent with the electronic declaration materials。

　　(2) The paper declaration materials shall be printed on A4 paper and bound into volumes in the order of Application Form of Henan Science and Technology Think Tank Research Base → Annex materials (arranged according to the order listed in the list of annex materials).。The printing and binding of materials (paper) must meet the requirements of archiving, and plastic clips and leather packaging are not allowed。

　　(3) The deadline for application is 16:00 on November 30, 2023, subject to receipt of paper materials。Overdue delivery will not be accepted。

　　Iv. Review and identification

　　According to the application materials submitted by the reporting units, the provincial Association for Science and Technology will organize experts in relevant fields to review, and according to the expert review opinions, study and determine the list of think tank bases to be approved。If there is no objection after publicity, the Provincial Association for Science and Technology and the reporting unit signed the "Cooperation Agreement on the construction of Henan Science and Technology Think Tank Research Base", and awarded the established think tank base。The construction cycle of the think tank base is 3 years, and the provincial Association for Science and Technology will continue to support the construction of the think tank base through stable funding and directed delegation of tasks。
